Evaluation Methods:
This is an analysis done prior to the commissioning or conduct of an evaluation in order to determine the feasibility of answering the evaluation questions in a reliable and credible manner. A preliminary review of the proposed evaluation activity is made to ascertain whether objectives are adequately defined, stakeholders have similar understandings of the objectives, and whether results are “evaluable.”
For results to be evaluable means the program is sufficiently well formed, mature, and stable that an evaluation would be practical or useful, and that personnel, time, and other resources are adequate and are available to generate the data necessary for the evaluation.
In the event that a program or intervention is deemed to be not evaluable, either the evaluation is postponed or a more realistic analytical agenda is created.
